Position: HR Manager

Location: Hargeisa - Somaliland

Reports Directly To: General Manager

Works Directly With: Al Rahma Specialty Hospital

General Position Summary:

This position is responsible for the customization and implementation of Human Resource policies and procedures and supporting line managers in the day-to-day management of employees.

The position holder will be a Strategic HR Business Partner, supporting the hospital in the achievement of strategic objectives through people.

Essential Job Functions:

  • Oversee recruitment process including job postings, screening of applications, conducting interviews, and on boarding of new employees
  • Develop and implement HR strategies and initiatives aligned with the overall business strategy of the hospital.
  • Streamline the implementation of the performance management system to ensure underperformance is addressed appropriately and zero complaints.
  • Support current and future business needs through the development, engagement, motivation and preservation of human capital.
  • Develop and monitor overall HR strategies, systems, tactics and procedures across the organization
  • Nurture a positive working environment.
  • Assess training needs and coordinate learning and development initiatives for all employees.
  • Ensure legal compliance throughout human resource management.
  • Ensure the hospital maintains compensation and benefits processes that are equitable and competitive within law and ability to pay.
  • Provide administrative support, which includes personnel records maintenance, payroll administration, staff benefits processing, and management of Gratuity scheme.
  • Maintain proper leave records for all employees and ensure leave liability is minimized.
  • Implement streamlined disciplinary and grievance handling procedures to ensure there is fairness, more consultation and better management of HR risk.
  • Report to management and provide decision support through HR metrics.

Minimum Experience, Skills and Qualification

  • Bachelor’s degree in human resources management, Business Administration, or a related field (master’s degree preferred).
  • 2-4 years of experience in human resources management, with at least two (2) years in a leadership role
  • Excellent communication, interpersonal, and negotiation skills.
  • Fluent in English, Arabic & Somali, both writing and speaking.
  • Strong analytical and problem-solving skills

Environmental Conditions

This position is based in Hargeisa, Somaliland and is unaccompanied. Al Rahma Specialty Hospital team members represent the hospital during and outside of work hours when deployed in a field posting or on a visit to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and hospital policies, procedures, and values.
